What happened to the 'fairness' in the dividend tax cut

'It's a good thing that truth-in-packaging laws and the Sarbanes-Oxley corporate reforms don't apply to presidential sales pitches and congressional legislation. If they did, president Bush would be facing legal action for the way he peddled his dividend tax cut, and Congress would have to hire defense lawyers by the gross to explain why passing tax cuts with "sunset" provisions is any more honest than Enron's accounting was.' - More here.
