Giving the WH the finger, the Senate turns half of Iraq aid into loans
The Senate disregarded an intense lobbying campaign by the White House and decided that Iraq eventually should have to repay half the $20.3 billion partying fratboy Squinty the Stupid wants to rebuild the country (the House, however, narrowly rejected the move). Both the Senate and House were aiming to finish work on the bills Friday.
Tom 'Isadora' Daschle stopped pirouetting long enough to say the vote sent a strong message to the Bush misadministration that "it must do more to ensure that America's troops and taxpayers don't have to go on shouldering this costly burden virtually alone."

'A broad survey of U.S. troops in Iraq by a Pentagon-funded newspaper found that half of those questioned described their unit’s morale as low and their training as insufficient, and said they do not plan to reenlist.
'The survey, conducted by the Stars and Stripes newspaper, also recorded about a third of the respondents complaining that their mission lacks clear definition and characterizing the war in Iraq as of little or no value.
