WASHINGTON - Sen. Hillary Clinton introduced legislation yesterday to force Emperor Snippy to explain why $11 million in Iraq rebuilding contracts have been awarded to family and other members of the BFEE Cartel without competing bids. Clinton said the deals "raised questions," adding, "this administration has a track record of favoring secrecy over openness."

A USAID official said the contracts were expedited "in the interest of national security" to avoid a six- to eight-month approval process. - link. Uh-huh.

And, BTW...
A government contract has been awarded without competition to a Halliburton Co. subsidiary to fight oil well fires in Iraq is worth at least $7 billion over two years, the Army Corps of Engineers has disclosed to Congress. The contract also allows Halliburton subsidiary KBR, an engineering and construction company, to earn another 7 percent in profit, valued at $490 million (from the AP, sent by email).
