Ashcroft cut counterterrorism budget after 9/11 attacks.

Paul Wolfowitz told Clarke, "You give [Osama] bin Laden too much credit," and he said Wolfowitz sought to steer the discussion to Iraq.

'In the early days after the Sept. 11, 2001, attacks, the Bush White House cut by nearly two-thirds an emergency request for counterterrorism funds by the FBI, an internal administration budget document shows.

'"Despite multiple terror warnings before and after 9/11, [Bush] repeatedly rejected counterterrorism resources that his own security agencies said was desperately needed to protect America," said David Sirota, spokesman for the Center for American Progress.'
