News from the 9/11 Panel report
The United States government could not protect its citizens from the terrorist attacks because it failed to appreciate the threat posed by al-Qaida operatives, the commission said Thursday.

The report criticized both the Bush and Clinton administrations, but said "The 9/11 attacks were a shock, but they should not have come as a surprise.  Islamist extremists had given plenty of warning that they meant to kill Americans indiscriminately and in large numbers."
