The Bush misadministration threatened to veto the massive bill if the cost of its programs pushed spending for all 13 bills above an $821.9 billion limit - but it was required to include the PRESIDENTIAL YACHT.
The dickheads in Congress on Saturday passed a $388 billion package for programs including foreign aid, energy and a presidential yacht, but cut crucial funding for education, health and the environment.
