A memo distributed to republican senators by party leaders called the case a "great political issue" and a "tough issue for Democrats," the Washington Post said.

It said the case would excite the party's anti-abortion base and put pressure on Florida Sen. Bill Nelson, a Democrat who faces re-election next year.

Fun fact: as governor of Texas, Bush had 152 people executed, including Karla Faye Tucker, whose plea for clemency he went on to mock in public:

"`Please,' Bush whimpered, his lips pursed in mock desperation, `don't kill me.' "
