As opinion polls show support for the war dropping like... well, like our popular war preznit's, US officials and commanders have admitted there can be no purely military victory in Iraq.

US and Iraqi officials are drafting an amnesty policy for those who have allegedly not targeted civilians and are willing to renounce violence. Almost 1,000 civilians have been killed since a national government was formed in Iraq at the end of April.
