With the skies darkening over Congress' midterm 2006 elections, House Republicans have adopted the late Democratic Speaker Tip O'Neill's motto: All politics is local. Despite controlling Congress and the White House, the GOP is not running on its record or any other national theme this year. {WHAT record? - Ed.}
