That being the case, I'd guess the bad guys might have suspected that we were secretly attempting to monitor their financial transactions when, in 2003, the Treasury Department very publicly announced that it was creating an "Executive Office for Terrorist Financing and Financial Crimes."
The terrorists also might have gotten a hint that we were looking for suspicious bank records through appearances before Congress by people like a Treasury Department undersecretary who said in public testimony in 2004, "There is little need to underscore the importance of our campaign against terrorist financing..."
Or from testimony before a congressional committee by a Defense official who said of the terrorists, "We are convinced that 'following the money' (in all forms) is a key element to mapping the network..."
All of this is easily accessible via the Internet. That last official also said, "Terrorists use a wide, imaginative, and a quickly evolving series of tactics, techniques and procedures to transfer money through their networks, from high-tech means such as sophisticated bank transactions to low-tech/no-tech means such as couriers."
