You can double check, but I'm pretty sure what he said, what I heard (repeatedly) was this:

And besides the stupid use of language WHAT ABOUT SENDING THEM OVER THERE WITHOUT ADEQUATE BODY ARMOUR TO BEGIN WITH? Talk about "HARMWAY"!
