Boy, are you missing the point. They simply didn't finish the sentence. It should read:
"We have complete confidence in him. He was sent to screw up everything he could get his hooks into, and to steal money at every opportunity. We have no reason to believe that his mission - to destroy and discredit the World Bank - isn't being done to the best of his ability. Two thumbs up!!!"
