It's...it's just SO-O-O-O fucking outrageous... ALL I can think of is that -- like many of the Neo-cons' tactics -- it's ultimately meant to sicken average people so much that they reject the whole idea of even following politics, thus leaving it open for the nut-jobs on the right to continue running things into the ground by default and dollars. It's almost like he's in effect saying "I can do and say whatever the fuck I want to and it doesn't matter -- nobody can stop me if I say the magic words '9/11'" (instead of 'Simon-Says').
Now that's what I call precious. Bush is gone, gone, gone.
But at least he wants someone to engage in governmental transparency...
