I don't know why it isn't that funny, but. . .

Some "pranksters" put a "I Love Barack Obama" bumper sticker on Karl "Karl" Rove's car, wrapped it in plastic wrap, and installed two stuffed eagles on the trunk while it was parked at the White House during Rove's trip to Texas with the Pretzeldunce. As they put it at Wonkette, "It's always fun till somebody gets held as an enemy combatant."

It says that UNCLOS doesn't give enough of a foundation for governing the Arctic because the US Senate hasn't ratified the Convention yet and because UNCLOS wasn't made with the Arctic and its problems in mind. Also, the Arctic has not been governed by "specifically formulated multilateral norms and regulations" so far because it was never thought that the area would become a waterway or a place where people could make money. Since this has now changed, the way institutions are set up also needs to change. In March 2009, Essay writing service US six groups of Parliamentarians put forward a motion for a resolution on an international treaty to protect the Arctic. They said that "geopolitical neutralization of the region would allow circumpolar nations to work together more" and that this could be done with an Arctic Treaty (European Parliament,2009). This call for a governance approach that includes everyone makes sense when you consider that it might be better for the EU than the current law of the sea approach that the five littoral states prefer.
