Bush's EPA tells states they have no right to regulate their own environmental standards.
The Bush misadministration Wednesday derailed an attempt by California and 12 other states to limit greenhouse gas emissions from cars and trucks, overruling the unanimous recommendation of the agency's legal and technical staffs.
The decision set in motion a legal battle that EPA's lawyers expect to lose and demonstrated the Bush WH's determination to oppose any mandatory measures specifically targeted at curbing global warming pollution.

Yeah, but you can bet that the Cheney/Bush administration would be crowing about "states' rights" if these states were promoting looser, less stringent standards!
