I get the impression that while 'W' was theoretically CAPABLE of competency (but more or less chose his feckless spoiled frat-boy approach to life and never really pushed himself), McCain is tempermentally & psychologically not really capable of significant competency, especially now in his senior years. (And especially after he's made SO many flip-flopping compromises that he no longer knows who he is anymore - his 'ego-integrity' has been severely compromised.)
