The AP was in Kennebunkport to cover the fishing expedition by George Bush-the-only-slightly-smarter and his demented spawn, the simian serial liar Smirky the Sockstinker and reported:

To tempt the fish, dad and son used live bait. A third man in the boat threw chopped fish into the water. They were chumming.

Throwing fish parts into the water draws hungry fish for miles around and makes them easy targets for fishermen. In some areas, the practice is prohibited because it's not a sportsmanlike way to catch fish. It's kind of like deer hunters spreading grain across a field to attract deer.
