Ahbada-ahbada-ahbada...
WH spokes-tool Tony Snow tries to explain why General Casey's troop redeployment plan doesn't constitute 'cutting and running':

Q: What does the President think of General Casey's outline of a plan for troop withdrawal, most of them by the end of 2007?

SNOW: Well, a couple of things about that, and I'm sure we'll get asked a lot about this later, as well. General Casey is assigned the business of making a lot of plans, and this is one of the plans that's under consideration.

Q: Tony, you had Democrats over the weekend - Senator Kerry, Senator Boxer - saying that even the framework of a plan would kind of fly in the face of Republicans' "the Democrats want to cut and run." Do you have any response to that? I mean, the President, himself, has implied it, Rove has said it outright.

SNOW: There's still a pretty significant difference between what Senator Kerry or even Senator Levin had proposed, and what General Casey is talking about, simply because one is driven by Democrats a calendar and the other is driven by repub - uhhh, events on the ground. So there is a significant difference.

Q: But doesn't General Casey -- like, part one of his plan has a significant number of troops, two combat brigades, coming out in September. Doesn't that give the enemy --

SNOW: Well, actually, he has one, and it -- you know, again, this is not, I believe the way, at least it was reported, is you've got two brigades by the end of the year, September being short of the end of the year. Thou shall count to three, no more, no less. Three shalt be the number thou shalt count, and the number of the counting shall be three. Four shalt thou not count, nor either count thou two, excepting that thou then proceed to three. Five is right out. Once the number three, being the third number, be reached, then lobbest thou thy Holy Hand Grenade of Antioch towards thy foe, who, being naughty in my sight, shall snuff it. What was I saying? Oh yeah, Dems suck.

Got it, commie? They're different.
