Funny thing...
If a person gets drunk and smashes his own car into a ditch, he gets charged with drunk driving, and the full retinue of charges available... and gets hit with a "Victims Fee."
Same thing for a kid caught with a bag of marijuana.... and the list of victimless crimes goes on and on.
