"Retarded" is a perfectly acceptable word. It's one of the things that gets checked on your engine timing when you get your car tuned.
As far as what Rahm said, there' a difference between "that's fucking retarded" an "you're a fucking retard" though both are applicable to most goopers (and unfortunately far too many Dems).
