Bush's latest funding request of $50 billion for the Iraq war, the performance of the government of Prime Minister Nouri al-Maliki has become a central and contentious issue. But according to the working draft of a secret document prepared by the U.S. embassy in Baghdad, the Maliki government has failed in one significant area: corruption. Maliki's government is "not capable of even rudimentary enforcement of anticorruption laws," the report says, and, perhaps worse, the report notes that Maliki's office has impeded investigations of fraud and crime within the government.I'm sure they've been comparing crib notes on a regular basis. God knows Maliki has been learning from the best.
The draft--over 70 pages long--was obtained by The Nation, and it reviews the work (or attempted work) of the Commission on Public Integrity (CPI), an independent Iraqi institution, and other anticorruption agencies within the Iraqi government. Labeled "SENSITIVE BUT UNCLASSIFIED/Not for distribution to personnel outside of the US Embassy in Baghdad," the study details a situation in which there is little, if any, prosecution of government theft and sleaze. Moreover, it concludes that corruption is "the norm in many ministries."
The report depicts the Iraqi government as riddled with corruption and criminals-and beyond the reach of anticorruption investigators. It also maintains that the extensive corruption within the Iraqi government has strategic consequences by decreasing public support for the U.S.-backed government and by providing a source of funding for Iraqi insurgents and militias.

Some "pranksters" put a "I Love Barack Obama" bumper sticker on Karl "Karl" Rove's car, wrapped it in plastic wrap, and installed two stuffed eagles on the trunk while it was parked at the White House during Rove's trip to Texas with the Pretzeldunce. As they put it at Wonkette, "It's always fun till somebody gets held as an enemy combatant."

Thompson campaign loses another staffer, money
Republican savior Saint Fred Reaganson declined to answer questions Monday about why yet another high-level aide to his non-campaign campaign left to spend more time with the family.
The all-but-declared candidate collected about $1.5 million less than the $5 million backers had hoped to bring in during June, his first fundraising month. In July, Thompson sidelined his campaign-manager-in-waiting, Tom Collamore, and watched a few other aides follow him out the door amid consternation inside the operation about the active role of Thompson's harpy trophy wife and erstwhile Undie Lib girlfriend, Hooti McBoob.

Bush's latest pro-war P.R. campaign is yet another attempt to tap into it. But the magic is finally wearing off. And in his desperation to save his presidency, Bush has been forced to squeeze the myth so hard that its irrationality has become painfully evident.
The inescapable truth is that Bush's war of choice has destroyed an entire nation -- and there is no way for the United States or anyone else to control what happens next. The increasingly shaky plight of Iraqi Prime Minister Nouri al-Maliki shows just how unstable Iraq's cobbled-together political system is. U.S. dreams of replacing him with a secular strongman like Ayad Allawi are delusional. The war is not winnable, and there is thus only one possible rationale for continuing it, the one Bush raised: preventing an even more apocalyptic blood bath than we have already caused.
Bush's own speeches have about as much credibility as bad advertisements. The president has lived by propaganda. But now that the end is approaching, even propaganda can no longer save him.

Alberto Gonzales has finally done something important to advance the cause of justice. He has resigned. But his departure alone cannot remove the dark cloud that hangs over the Justice Department like the stains on Senator Craig's jockeys. Snippy the Chimp needs to choose a new attorney general of unquestioned integrity who would work to make the department worthy of its name again - and provide the mandate to do it. Yeah, OK, I'll try to get serious now. Ahem. Congress needs to continue to investigate the many scandals Mr. Gonzales leaves behind. When Gonzales was appointed, it seemed doubtful that he would be able to put aside his years as Bush's personal lawyer and represent the interests of the American people. He never did.And from Salon (sort of):
Despite taking an oath to uphold the Constitution and laws of the United States, Gonzales seemed to see his job instead as pleasing his boss. {Snicker -- Ed.} That may be a good strategy for the glory hole at the Minneapolis-St. Paul Airport men's room, ummmm, bureaucratic success, but shouldn't we demand more from the nation's top law enforcement officer? Darn tootin'! Gonzales' yes-man strategy has left the reputation of the Justice Department -- and the United States -- in tatters. If we are to have any chance or restoring the credibility of the Justice Department and our standing as a nation committed to the rule of law, Gonzales' replacement needs to have the independence and integrity that Gonzales sorely lacked.

Republican Sen. Larry Craig, who voted against gay marriage, finds his political future in doubt after pleading guilty to gay gay gay sex charges.Craig's arrest is no surprise to those who have heard the gay rumors about him for years, says blogger:
Sen. Craig pleaded guilty earlier this month to misdemeanor disorderly conduct charges stemming from his June arrest by an undercover police officer in a men's restroom at the Minneapolis-St. Paul International Airport, a court spokeswoman and the senator's office said yesterday. Craig issued a statement confirming his arrest and guilty plea.
His office must have been working overtime to suppress the news of the arrest...Ahhh, those rethug moral and family values! The sanctity of marriage! From part of the report -- apparently, he's blaming the size of his ballsack:
Craig is a conservative Republican with an abysmal record on gay issues and a 100 percent favorable rating from the Christian Coalition. Oh, and he's married.
Sgt. Dave Karsnia was working as a plainclothes officer on June 11 investigating civilian complaints regarding sexual activity in the men's public restroom in which Craig was arrested.Update: Craig is now denying any "inappropriate conduct" and said his actions had been misconstrued. Yes, after pleading guilty, Craig has flipflopped and says his plea was a mistake, plus he's found Jesus or something.
Karsnia entered the bathroom at noon that day and about 13 minutes after taking a seat in a stall, he stated he could see "an older white male with grey hair standing outside my stall." The man, who lingered in front of the stall for two minutes, was later identified as Craig.
"I could see Craig look through the crack in the door from his position. Craig would look down at his hands, 'fidget' with his fingers, and then look through the crack into my stall again. Craig would repeat this cycle for about two minutes," the report states.
Craig then entered the stall next to Karsnia's.
"At 1216 hours, Craig tapped his right foot. I recognized this as a signal used by persons wishing to engage in lewd conduct, since it was in time to the Liza Minelli version of 'It's Raining Men' (OK, not really). Craig tapped his toes several times and moves his foot closer to my foot... The presence of others did not seem to deter Craig as he moved his right foot so that it touched the side of my left foot which was within my stall area," the report states.
Craig proceeded to swipe his hand under the stall divider several times. Karsnia then held his police identification down by the floor so that Craig could see it.
"With my left hand near the floor, I pointed towards the exit. Craig responded, 'No!' I again pointed towards the exit. Craig exited the stall with his roller bags without flushing the toilet. ... Craig said he would not go. I told Craig that he was under arrest, he had to go, and that I didn't want to make a scene. Craig then left the restroom."
In a recorded interview after his arrest, Craig stated "that he has a wide stance when going to the bathroom and that his foot may have touched mine," the report states. Craig also told the arresting officer that he reached down with his right hand to pick up a piece of paper that was on the floor.
"It should be noted that there was not a piece of paper on the bathroom floor, nor did Craig pick up a piece of paper," the arresting officer said in the report.
Oh, and he's resigned as Senate co-chairman for Mitt Romney's presidential campaign.

It's not news to any mouth breathing mammal in this country that 190,000 guns and a whole bunch of other deadly shit "somehow" turned up missing in Iraqnam under the command of General Betrayus before his promotion to Supreme Commander in the Permanent War to save White Civilization from the evil islamonazicommiejihadifascist extremists that are threatening to come here and behead our kids and make all of the women wear burkas. But how did all of those weapons disappear? He probably Doesn't Recall.
Several federal agencies are investigating a widening network of criminal cases involving the purchase and delivery of billions of dollars of weapons, supplies and other material to Iraqi and American forces, according to American officials. The officials said it amounted to the largest ring of fraud and kickbacks uncovered in the conflict here.The suspect is a Lieutenant Colonel who reported directly to Betrayus and worked closely with him. And yet the Army’s Inspector General is opening a large inquiry into how weapons, munitions, and explosives have been lost and misused at a time when the White House wants to blame Iran for arming the insurgents. Expect THAT investigation to go nowhere, unless it all can be blamed on the mighty Clenis. Yeah.....THAT'S the ticket.
The inquiry has already led to several indictments of Americans, with more expected, the officials said. One of the investigations involves a senior American officer who worked closely with Gen. David H. Petraeus in setting up the logistics operation to supply the Iraqi forces when General Petraeus was in charge of training and equipping those forces in 2004 and 2005, American officials said Monday.
